Elected Academician of the International Eurasian Academy of Sciences in 2004, Professor Deyi Li is a distinguished Chinese scientist whose career has encompassed command automation, artificial intelligence, cognitive computing, unmanned systems, and military informatisation. Born on 28 November 1944 in Taixian, Jiangsu Province, he graduated from the Department of Radio Engineering at Nanjing Institute of Technology (now Southeast University) in 1967 and received his Ph.D. from Heriot-Watt University, Edinburgh, United Kingdom, in 1983. He was elected a Member of the Chinese Academy of Engineering in 1999. He was conferred the rank of Major General in 1996 and subsequently served as Chief Engineer, Deputy Director, and Deputy Director of the 61st Research Institute of the General Staff Department, as well as Deputy Director of the All-Army Informatisation Work Office (2003–2007) and Deputy Director of the All-Army Informatisation Expert Advisory Committee (2005–2008). He currently serves as Research Professor and Deputy Director of the 61st Research Institute, Honorary President of the Chinese Institute of Command and Control, Dean of the School of Computer Science at Beijing University of Posts and Telecommunications, and Dean of the School of Robotics at Beijing Union University.

Professor Li’s research has focused on command automation, artificial intelligence, cognitive computing, and unmanned systems, with particular emphasis on intelligent decision-support systems, autonomous driving technologies, and the theoretical and technological foundations of military informatisation. Through national research programmes and international scientific collaboration, his work has addressed the development of command and control systems, the application of artificial intelligence to defence-related technologies, and the integration of intelligent systems and robotics. He has authored numerous peer-reviewed publications and monographs and has received multiple national and military science and technology awards. Through sustained research, leadership of national key research programmes, and academic and institutional development, Professor Li has contributed to connecting advances in artificial intelligence and intelligent systems engineering with applications in command and control, autonomous systems, and the development of information technologies for national defence.
