Organizational Structure of the IEAS ASEAN Centre

 

The International Eurasian Academy of Sciences ASEAN Centre operates as a National Science Centre within the Asia-Pacific Regional Science Centre and serves as a regional scientific platform for coordination and cooperation across the Asia-Pacific region. The Centre has been formally incorporated into the global governance framework of the International Eurasian Academy of Sciences. Its Statutes and rules governing the election of Academicians will be formulated and promulgated in accordance with the Statutes of the International Eurasian Academy of Sciences.

Institutional and Governance Context

The Assembly of the Academy is the supreme governing body of the International Eurasian Academy of Sciences. Between sessions of the Assembly, governance is exercised by the Presidium of the IEAS. The Presidium comprises the President, the Immediate Past President, the Directors of the Regional Science Centres, the Vice-Presidents, the Chief Scientific Secretary, and the Directors of major National Science Centres with at least thirty Academicians. Members of the Presidium are elected by the Assembly of the Academy for a five-year term. The IEAS currently comprises three Regional Science Centres: the Eurasian Regional Science Centre, headquartered in Moscow; the Asia-Pacific Regional Science Centre, headquartered in Beijing; and the European Regional Science Centre, headquartered in Helsinki. The IEAS ASEAN Centre operates as a National Science Centre under the Asia-Pacific Regional Science Centre while maintaining direct institutional communication with all three Regional Science Centres in accordance with the Statutes of the IEAS.

 

Governing Bodies

 

ASEAN Centre Assembly

 

The ASEAN Centre Assembly is the supreme decision-making body for the affairs of the Centre. It comprises all Academicians and Corresponding Members affiliated with the ASEAN Centre. The Assembly convenes in ordinary session once a year to consider the Centre’s strategic plans, annual work report, audited financial statements, and major appointments, and to elect members of the Governing Council. An extraordinary session may be convened upon the proposal of the Governing Council or upon a joint request submitted by at least one-third of the Centre’s Academicians.

 

ASEAN Centre Governing Council

 

The Governing Council serves as the Centre’s governing and executive oversight body between sessions of the Assembly and is accountable to the Assembly. The Council comprises a Chair, Vice-Chairs, the Chief Scientific Secretary, the Treasurer, and no fewer than five elected Academicians representing different scientific disciplines. Members serve five-year terms and may be re-elected for one additional term. The Governing Council convenes in ordinary session twice a year. It approves the annual budget, oversees the work of the Secretariat, and submits an annual governance report to the Presidium of the IEAS.

 

Academic Committee

 

The Academic Committee oversees the Centre’s academic standards, research quality, and strategic development of its scientific disciplines. It reviews collaborative research programmes, academic publications, and the scientific programmes of international conferences convened by the Centre. The Committee comprises no fewer than seven senior Academicians nominated by the Chair and appointed by the Governing Council, with representation across the Centre’s priority scientific fields.

 

Election Committee

 

The Election Committee is responsible for the eligibility review of candidates for election to the Centre, assessment of nomination materials, and administration of election procedures in accordance with the Regulations on the Election of Academicians of the International Eurasian Academy of Sciences. The Committee comprises three to five members selected by the Governing Council from among the Centre’s Academicians. Members serve terms concurrent with those of the Governing Council. The Committee operates with a commitment to the independence, impartiality, transparency, and academic integrity of the nomination and election processes.

 

Ethics Committee

 

The Ethics Committee oversees research ethics, academic integrity, and the management of conflicts of interest, and is responsible for receiving and investigating complaints concerning alleged academic misconduct. The Committee comprises Academicians appointed by the Governing Council together with independent external experts. Its procedures and rules governing complaints and appeals shall conform to the unified standards established by the IEAS Ethics Committee at the Academy’s headquarters.

 

Executive Bureau

 

The Executive Bureau comprises the Chair, Vice-Chairs, and Chief Scientific Secretary and is responsible for the Centre’s day-to-day executive operations. The Bureau meets monthly to consider applications for Academy membership, approve recommendations concerning academic publications, coordinate the initiation of interdisciplinary programmes, and oversee routine academic and administrative affairs. Decisions of the Executive Bureau shall be reported to the Governing Council.

 

Secretariat

 

The Secretariat serves as the Centre’s operational and administrative body, responsible for administration, international liaison, coordination of academic activities, and member services. The Secretariat is based within the Eastern Economic Corridor Innovation (EECi) cluster in Thailand, with the Thailand Science Research and Innovation (TSRI) system serving as its academic registration platform. In response to the needs of ASEAN regional cooperation, liaison offices may be established in ASEAN Member States. The Secretariat is headed by the Chief Scientific Secretary and supported by dedicated professional staff responsible for administration and programme management.

 

Leadership Structure

 

Chair of the ASEAN Centre

 

The Chair is nominated by the Presidium of the IEAS and appointed following confirmation by the Assembly of the Academy for a five-year term, renewable once. The Chair serves as the principal representative of the ASEAN Centre within the global governance structure of the IEAS and, in accordance with the Statutes, concurrently serves as a Vice-President of the IEAS, participating in the deliberations and decision-making of the Presidium. Establishment phase: The Preparatory Working Group has submitted a candidate for the position of Chair to IEAS Headquarters, pending consideration and approval by the Assembly of the Academy. Candidates should demonstrate one or more of the following qualifications: substantial experience as a senior public-sector or public-administration leader, including service at ministerial level; senior executive leadership experience within a higher-education institution; experience in high-level royal or national coordination roles; or leadership of a national research institution. Candidates should also hold a doctoral degree from a internationally recognized university and possess an extensive international network in scientific, technological, and academic cooperation.

 

Vice-Chairs

 

Four Vice-Chairs shall be appointed. They are nominated by the Chair and elected by the Governing Council for five-year terms. The Vice-Chairs will represent the following strategic scientific and policy domains and assist the Chair in overseeing the corresponding areas of work:

  • Medicine and Public Health
  • Artificial Intelligence and Digital Technologies
  • Environmental Science and Sustainable Development
  • Social Sciences, Humanities and Science Diplomacy

 

Chief Scientific Secretary

 

The Chief Scientific Secretary is appointed by the Governing Council for a five-year term. The Chief Scientific Secretary is responsible for the administration of academic affairs, oversight of nomination and election procedures for Academicians, coordination of international scientific programmes, and overall supervision of the Secretariat’s day-to-day operations. The Chief Scientific Secretary also serves as the principal liaison officer between the ASEAN Centre, IEAS Headquarters, and the three Regional Science Centres.

 

Treasurer

 

The Treasurer is appointed by the Governing Council for a five-year term. The Treasurer is responsible for financial governance, including preparation of the annual budget, authorization and oversight of expenditures, asset management, and financial audit arrangements, and submits regular financial reports to the Governing Council and the Presidium of the IEAS.

 

Affiliated Institutions

 

National Science Centres

 

National Science Centres may be established at leading research institutions, universities, and national innovation platforms in ASEAN Member States to serve as local hubs for IEAS activities. Operating within the common academic framework of the ASEAN Centre, National Science Centres will host regional academic activities, nominate candidates for Academy membership, and undertake collaborative research aligned with the strategic priorities of the IEAS.

 

Scientific Sections

 

Scientific Sections are organized according to scientific disciplines and provide focused platforms for collaboration among members sharing common research interests.
