Elected Academician of the International Eurasian Academy of Sciences in 2008, the Honorable Anthony Neoh, SC, is a distinguished Hong Kong legal scholar and financial regulatory specialist whose professional career has focused on securities law, financial regulation, and capital market governance. Born in Hong Kong in 1946, with ancestral roots in Fuzhou, Fujian Province, he received his LL.B. from the University of London. He began his career in the Hong Kong Civil Service before pursuing legal studies in the United Kingdom and subsequently qualifying as a barrister in private practice. He served as a member of the Council of the Stock Exchange of Hong Kong and its Listed Companies Committee, and in 1994 was appointed the first Chinese Chairman of the Hong Kong Securities and Futures Commission (SFC). In 1996, he was elected Chairman of the Technical Committee of the International Organization of Securities Commissions (IOSCO). At the invitation of Premier Zhu Rongji, he served as Chief Advisor to the China Securities Regulatory Commission (CSRC) from 1998, contributing to the development and modernisation of China’s capital market regulatory framework. He currently serves as an Independent Non-Executive Director of Industrial and Commercial Bank of China and CITIC Limited, Council Member and Treasurer of The Chinese University of Hong Kong, Council Member of The Chinese University of Hong Kong, Shenzhen, and a member of the Advisory Board of The Hong Kong University of Science and Technology and the Advisory Committee of the School of Economics, Peking University.

Mr. Neoh’s professional work has encompassed securities law, corporate governance, financial regulation, and cross-border capital market integration, with particular emphasis on the relationship between international regulatory standards and the institutional development of emerging markets. Through his leadership in Hong Kong’s securities regulation and his advisory work on mainland China’s capital market reform, he has contributed to the development of regulatory frameworks supporting market transparency, investor protection, and the orderly functioning of capital markets. He was named CCTV China Economic Person of the Year in 2000 and was elected Fellow of the Hong Kong Academy of Finance in 2019. His professional and policy work has included legal opinions, regulatory guidance, and policy studies addressing securities regulation and financial governance. Through sustained engagement with financial regulation, legal practice, and higher education, Mr. Neoh has contributed to dialogue between the common-law tradition and the evolving institutional requirements of mainland China’s financial markets, as well as to broader discussions of international financial integration in the Eurasian region.
