Elected Academician of the International Eurasian Academy of Sciences in 2004, Professor Yanhua Liu is a distinguished Chinese geographer and science policy scholar whose research and professional work have focused on natural resources, environmental management, and international scientific cooperation. Born on 18 April 1950 in Beijing, with ancestral roots in Handan, Hebei Province, he received his B.S. from Beijing Normal University in 1976, his M.S. in Physical Geography from the Graduate School of the University of Science and Technology of China in 1981, and his Ph.D. in Physical Geography from the Institute of Geography, Chinese Academy of Sciences (CAS), in 1991. He began his professional career at the Beijing Academy of Agricultural and Forestry Sciences in 1977 and joined the Institute of Geography, CAS, in 1981, where he subsequently served as Research Professor, Doctoral Supervisor, and Director from 1995 to 1997. His subsequent career included senior positions in national science and technology administration, including Deputy Director-General of the Department of Science and Technology for Social Development of the State Science and Technology Commission, Director-General of the Department of Rural and Social Development of the Ministry of Science and Technology (MOST), and Vice Minister of Science and Technology and Member of the Party Group from November 2001 to December 2009. In November 2009, he was appointed Counselor of the State Council. He has also served as Chairman of the National Expert Committee on Climate Change, Executive Vice Chairman of the Innovation Method Research Society, and Editor-in-Chief of China Population, Resources and Environment. A recipient of the State Council Special Allowance, Professor Liu has combined academic research with long-standing involvement in national science and technology administration and international scientific cooperation.

Professor Liu’s research has centred on land resources, fragile ecosystems, and environmental change, with particular emphasis on the Qinghai–Tibet Plateau and the Hengduan Mountains. Through extensive field investigations and long-term research in these regions, he has contributed to studies of land-use change, ecological vulnerability, and sustainable development. He has authored more than ten monographs and numerous peer-reviewed publications and has participated in national strategic programmes concerning sustainable development, climate change, and scientific and technological innovation. His professional activities have also included service on international advisory bodies, including the International Risk Governance Council (IRGC), and engagement in international scientific cooperation. Through sustained research, policy work, and participation in national and international scientific initiatives, Professor Liu has contributed to the application of geographical and environmental science to questions of natural-resource management, climate change response, innovation policy, and sustainable development.
