Elected Academician of the International Eurasian Academy of Sciences in 1995, Professor Junru Ma is a distinguished Chinese information scientist and science policy scholar whose research and professional work have focused on microelectronics, semiconductor technology, and science and technology development strategy. Born in October 1934 in Baoying, Jiangsu Province, he graduated from the Department of Physics, Fudan University, in 1957 and subsequently joined the Institute of Semiconductors, Chinese Academy of Sciences (CAS), where he progressed from project team leader to Deputy Director and Director of a research laboratory. From 1980 to 1982, he pursued advanced studies at the National Submicron Research Center and the Department of Electrical Engineering at Cornell University, USA. In 1985, he was appointed Deputy Director and Research Professor of the CAS Microelectronics Center and subsequently joined the State Science and Technology Commission, where he served as Deputy Director-General and Director-General of the Department of Basic Research and High Technology. In 1991, he was appointed Director of the State Administration of Foreign Experts Affairs. After leaving government service in 1997, he devoted his work to strategic research and consultancy on science and technology development. He currently serves as Vice Chairman of the China Science Center of the International Eurasian Academy of Sciences.

Professor Ma’s research and professional work have centred on semiconductor physics, microelectronics, and national innovation strategy, with particular emphasis on the development of China’s integrated circuit industry and the formulation of science and technology policy. He has held a number of strategic research and advisory roles, including Leader of the Second Task Force on National Innovation System Strategy Research (2003), Chairman of the Demonstration Committee for the National 02 Major Special Project (2007), Leader of the Supervision and Evaluation Expert Group for the Electronic Information Sector of National Science and Technology Major Special Projects (2009), and Chief Advisor to the Expert Group for the National 12th Five-Year Science and Technology Development Plan (2010). Author of numerous policy reports and strategic studies, he has contributed to research and policy discussions concerning independent innovation, strategic emerging industries, and the development of international scientific and technological talent. Through sustained engagement in science and technology strategy, policy research, and international scientific cooperation, Professor Ma has contributed to connecting advances in semiconductor and microelectronics research with broader questions of innovation-system development, technological capacity, and long-term science and technology policy.
