Professor Xue’s research has centred on public policy and administration, science, technology and innovation policy, crisis management, and global governance. At Tsinghua University, he was closely involved in the establishment and development of public policy and management as an academic field in China, contributing to the development of faculty, curricula, and doctoral education. His research on national innovation systems, strategic emerging industries, and China’s science and technology policy has examined the institutional and policy dimensions of innovation-driven development. His work on crisis management has addressed the governance challenges associated with China’s economic and social transition and the development of emergency-management systems. He has also studied global governance and the governance of emerging technologies, including artificial intelligence, with particular attention to institutional arrangements, international cooperation, and China’s participation in global governance. His publications include Crisis Management: Challenges Facing China in Transition and China’s Science, Technology and Policy (1978–2018), together with numerous articles in Chinese and international journals. Through sustained scholarship, institution building, and engagement with national and international policy processes, Professor Xue has contributed to the development of public policy and science-policy research in China and to academic discussions of crisis management, innovation governance, and international governance of emerging technologies.
