Elected Academician of the International Eurasian Academy of Sciences in 2010, Professor Xinli Zhao is a Chinese scholar whose career has focused on science and technology policy, information management, international scientific and technological cooperation, and think-tank research. Born in 1961, he received his bachelor’s, master’s, and doctoral degrees in aeronautical and astronautical manufacturing engineering from Beijing University of Aeronautics and Astronautics, followed by postdoctoral research in automatic control systems engineering at Tsinghua University. From 2001 to 2006, he served as Executive Deputy Director of the Institute of Scientific and Technical Information of China, where he established a postdoctoral programme in library, information and archives management and helped develop graduate education in the field. During this period, he was also responsible for the National Science and Technology Library and led the construction of a national engineering and technology library. He subsequently served as Deputy Director of the China Science and Technology Exchange Centre of the Ministry of Science and Technology and, from 2010 to 2014, as Science and Technology Counsellor at the Permanent Mission of China to the United Nations, where he was responsible for science, technology and innovation affairs and maintained cooperation with international organisations including the United Nations University, the International Telecommunication Union, the World Intellectual Property Organization, and UNESCO. He returned to the China Science and Technology Exchange Centre in 2014 and concurrently served in the Ministry of Science and Technology’s Office for the Introduction of Overseas Expertise. Professor Zhao’s research and policy work has centred on information management, think-tank evaluation and ranking, and the theory and practice of international scientific and technological cooperation. He has contributed to methodological research on think-tank assessment and to the development of China’s think-tank and information systems, leading or participating in numerous projects supported by the National Natural Science Foundation of China, the National Social Science Fund of China, national science and technology programmes, standardisation initiatives, and other public research schemes. His institutional work includes establishing postgraduate training programmes in library, information and archives management and contributing to the development of national science and technology information infrastructure. During his service at China’s Permanent Mission to the United Nations, he was involved in international cooperation on science, technology and innovation for development and in coordination with major international scientific and technical organisations. He has also participated in national science communication initiatives, including the organisation of Science and Technology Activity Week and the development of science-popularisation platforms. In 2021, he was recognised as an Advanced Individual in the Work of Improving the Scientific Quality of the Whole People. He has supervised postdoctoral researchers and graduate students and continues to contribute to research and training in information management and science and technology policy. Through sustained work in information management, think-tank research, international cooperation, and public science communication, Professor Zhao has contributed to the development of China’s science and technology information infrastructure and its engagement with the international science and technology system.
