Professor Zou’s early research focused on the physics of metals and materials, contributing to the development of materials science in China during a period of disciplinary reconstruction. His later work examined the organisation and management of scientific research, science and technology policy, and the strategic development of innovation systems. As Director of the Beijing Municipal Science and Technology Commission, he contributed to the formulation of municipal science and technology policies and development strategies and to the establishment of an environment conducive to research, technology development, and innovation in Beijing. His subsequent leadership of the Chinese Association for Science of Science and Science and Technology Policy focused on strengthening the academic study of science policy and promoting the application of systematic approaches to the analysis of scientific and technological development. His work addressed such questions as the organisation of research institutions, the allocation and management of scientific resources, and the relationship between technological innovation and economic development. Through teaching and professional activities in science and technology management and international project management, he has also contributed to the training of specialists in these fields. Professor Zou has maintained a broad academic interest spanning materials physics, science and technology policy, innovation management, and development strategy. Through sustained research, public service, and academic leadership, he has contributed to the development of materials physics and to the study and practice of science and technology management and policy in China.
