Jing’an ZHANG
Profile:
Elected Academician of the International Eurasian Academy of Sciences in 2011, Professor Jing’an Zhang is a Chinese scholar of science and technology policy and strategy whose professional work has focused on science policy and law, institutional reform, S&T talent, intellectual property, venture capital, high-tech industrialisation, and innovation systems. Born in October 1949 in Yuncheng, Shanxi Province, he received his doctorate in political science from Beijing Normal University. His early career included service in the Heilongjiang Production and Construction Corps, followed by positions at Renmin University of China, the Beijing Municipal Youth League Committee, and the State Economic Commission. In 1982 he joined the State Science and Technology Commission, where he held a succession of positions in policy, system reform, talent development, high-tech industry, biotechnology, science and technology poverty alleviation, and innovation funding. He later served as Director-General of the Department of Policy, Regulations and System Reform, Secretary-General and a Member of the Party Group of the Ministry of Science and Technology, and President of Science and Technology Daily at vice-ministerial level. He was also a member of the 11th National Committee of the Chinese People’s Political Consultative Conference. He currently serves as Chairman of the China Research Society for Science and Technology System Reform, Chairman of the Reform Committee for High-Tech Industrial Development Zones, Executive Vice Chairman of the IEAS China Science Center, and Honorary President of the China International Association for Science and Technology Cooperation.
