Xinli ZHAO

Elected Academician of the International Eurasian Academy of Sciences in 2010, Professor Xinli Zhao is a Chinese scholar whose career has focused on science and technology policy, information management, international scientific and technological cooperation, and think-tank research. Born in 1961, he received his bachelor’s, master’s, and doctoral degrees in aeronautical and astronautical manufacturing engineering from Beijing University of Aeronautics and Astronautics, followed by postdoctoral research in automatic control systems engineering at Tsinghua University. From 2001 to 2006, he served as Executive Deputy Director of the Institute of Scientific and Technical Information of China, where he established a postdoctoral programme in library, information and archives management and helped develop graduate education in the field. During this period, he was also responsible for the National Science and Technology Library and led the construction of a national engineering and technology library. He subsequently served as Deputy Director of the China Science and Technology Exchange Centre of the Ministry of Science and Technology and, from 2010 to 2014, as Science and Technology Counsellor at the Permanent Mission of China to the United Nations, where he was responsible for science, technology and innovation affairs and maintained cooperation with international organisations including the United Nations University, the International Telecommunication Union, the World Intellectual Property Organization, and UNESCO. He returned to the China Science and Technology Exchange Centre in 2014 and concurrently served in the Ministry of Science and Technology’s Office for the Introduction of Overseas Expertise.
