Lan XUE

Elected Academician of the International Eurasian Academy of Sciences in 2020, Professor Lan Xue is a distinguished Chinese scholar of public policy and administration whose research and professional work have focused on science, technology and innovation policy, crisis management, emerging-technology governance, and global governance. Born in June 1959, he received his bachelor’s degree in precision instrument manufacturing from Changchun Institute of Optics and Fine Mechanics, now Changchun University of Science and Technology, in 1982, master’s degrees in technology systems management and public administration from the State University of New York at Stony Brook, and his doctorate in engineering and public policy from Carnegie Mellon University in 1991. He served as Assistant Professor at George Washington University from 1991 to 1996 before joining Tsinghua University, where he served successively as Associate Dean, Executive Associate Dean, and Dean of the School of Public Policy and Management from 2000 to 2018. He currently serves as Dean of Schwarzman College, Director of the Institute for AI International Governance, and Director of the China Institute for Science and Technology Policy at Tsinghua University. He is also a Distinguished Professor of Arts, Humanities and Social Sciences and has served in a range of national and international advisory roles, including as Convener of the Public Administration Discipline Evaluation Group of the State Council Academic Degrees Committee and Chair of the National Expert Committee on AI Governance. He is an adjunct professor at Carnegie Mellon University and a Non-Resident Senior Fellow of the Brookings Institution, and has participated in advisory work associated with the United Nations and OECD. His academic career has encompassed public administration scholarship, institution building, policy research, and international engagement in science and technology governance.
